The main water shutoff valve (the master shutoff valve) should be located where the house service main enters the building. If the water meter is not located inside the building, it will likely be outside in an underground crock.
Home inspectors should not test or turn this main valve during a visual-only inspection. Look for water drips. Look for water inside the meter itself. Look below the valve for indications of water leaks.
The building entrance valve, or the main water valve, is usually installed before the water meter, when the meter is to be located inside the dwelling. It is usually a ball or gate valve. Valves installed on either side of the meter allow the meter to be removed and replaced without having to drain the distribution system.
